What a poignant image this is. It sent me on a search for 'EMIR in Amsterdam', lead me to various unexpected places including a music group who call themselves 'Emir Kusturika and The Non-Smoking Orchestra' and eventually on to a second bollard memorial in Amsterdam that carries the same name and dates - EMIR 17-11-1970/07/10/2002 as the one you show here. I wondered initially whether EMIR might have been a boat but the second memorial makes me think otherwise. Whoever EMIR was, (s)he was much loved.

Reminds me of the plastic flower with cross memorials by the roadside in Mexico commemorating a fatal car accident. Makes me slow down.
